 HB 401 Geothermal Study Amendments

This bill directs Utah State University to conduct a comprehensive study examining the geological and environmental impacts of geothermal energy development in Utah. The study must evaluate subsurface geological conditions, how geothermal drilling and development interact with those conditions, and the potential environmental effects associated with different geothermal technologies. It also specifically requires analysis of geothermal development at or near existing or former coal-fired power plant sites, exploring whether those locations could be repurposed for geothermal energy generation.

Utah State University must complete the study and report its findings to the Public Utilities, Energy, and Technology Interim Committee by October 31, 2027. The report is expected to include recommendations for geothermal development practices that minimize geological and environmental impacts. The section of code establishing the study automatically repeals in July 2028, meaning the provision is temporary and designed only to support the research effort.

From an air quality perspective, the bill has no direct regulatory impact. However, it could have indirect long-term benefits if the research helps accelerate the deployment of geothermal energy as a replacement for fossil-fuel-based power generation, particularly at former coal plant sites. Expanding geothermal electricity generation could reduce emissions of NOx, SO₂, PM2.5 precursors, and greenhouse gases from the power sector, which may contribute to improved air quality over time.
