HB 131 State Facility Energy Efficiency Amendments

This bill requires state facilities to provide utility information (electric, gas, water) to the Division of Facilities Construction and Management. The data provided will assist in identifying strategies for long-term improvement in energy efficiency and identify goals for energy conservation for the upcoming year. "You can't manage what you can't measure."

Energy benchmarking, as required in this bill, is a proven effective way for building owners and managers to better understand the way their buildings use energy. Once the information is available, actions can be taken to address energy efficiency and potentially reduce energy use, save money, and reduce emissions. Salt Lake City has a program called Elevate Buildings, that requires this of large commercial buildings in the City.
